Predictable OAuth nonces via weak random entropy

Weak randomness in Web::API 2.8 and earlier allows remote authenticated users to predict values generated for cryptographic functions. The nonce method passes Data::Random rand_chars output into OAuth requests even though Data::Random ultimately relies on Perl rand(). The flaw is reached when an application uses the module's OAuth path; the published record identifies no more specific attack than predictable cryptographic output.
