Packet disclosure and tampering via weak IV generation

Weak random generation in Net::NSCA::Client 0.009002 and earlier allows remote attackers to disclose or modify protected NSCA check data. InitialPacket::_build_initialization_vector obtains each packet IV from Data::Rand::Obscure::create_bin, which relies on Perl's noncryptographic rand() output. No account or user interaction is required, and the published impact excludes service interruption.
