Service interruption via unreleased TCP route memory

Memory leak in Linux kernel 5.15.162 through 5.15.175 and other affected branches allows local users to exhaust kernel memory. In tcp_conn_request(), a failed inet_csk_reqsk_queue_hash_add() leaves the destination object allocated by af_ops->route_req without calling dst_release(). Repeatedly reaching this failure path with local low-privileged access consumes unreclaimed kernel memory and interrupts service availability.
