Kernel crash via non-atomic simple quota flags

Reachable assertion in Linux kernel 6.7 through 6.12.7 allows local users to crash the kernel by remounting a Btrfs filesystem. btrfs_quota_enable() persists the simple-mode status before setting the matching superblock incompatibility bit, allowing a committed transaction to leave the two flags inconsistent. The 6.13-rc1 through 6.13-rc4 releases are also affected; the demonstrated trigger requires CONFIG_BTRFS_ASSERT, simple quotas, and administrative mount access after an unmount or power loss before another transaction commits.
