Link degradation via persistent BDDP rebroadcast

Denial of service in Project Floodlight 1.2 allows local users to degrade SDN links through a crafted BDDP packet. The Topology Manager and LinkDiscovery modules repeatedly rebroadcast a BDDP Controller TLV whose controller ID exceeds the local controller ID, leaving nonexistent-controller traffic flooding links. Low-privilege local access to an SDN host and a single crafted packet are sufficient; the persistent broadcast traffic degrades link state.
