Privileged empty-file creation via path traversal

Path traversal in Asterisk 22.0.0 through 22.5.1 allows remote authenticated users to create empty files outside astetcdir. The action_createconfig handler accepts a caller-supplied filename and creates a new empty file without confining the resolved path to Asterisk's configuration directory. The supplier found no overwrite or code-execution path; reachability requires an authenticated Manager account with the privileged CONFIG permission.
