Remote code execution via KMS secret eval

Code injection in LiteLLM before 1.40.16 allows remote attackers to execute arbitrary code through the /config/update endpoint. The get_secret function passes a non-base64 Google KMS secret originating from add_deployment into eval, interpreting the string as Python code. Exploitation requires Google KMS plus a database containing a model, and successful execution grants control in the proxy process context.
