DoQ service interruption via uncaught listener exception

Denial of service in DNS-over-QUIC in Technitium DNS Server 13.2.2 and earlier allows remote attackers to halt new DoQ connections. AcceptQuicConnectionAsync lets an OperationCanceledException wrapped in QuicException escape its listener loop instead of continuing to accept connections. The unauthenticated attack requires network access to an enabled DNS-over-QUIC listener and interrupts that service without stopping the server process.
