Unauthorized course assignment via user ID substitution

Improper access control in Sage DPW before 2024_12_001 allows remote authenticated users to create external courses for other employees. The course-creation endpoint accepts a valid intercepted request after the caller's id parameter is replaced with another employee's user ID, without enforcing role-based authorization on the server. Employee-role privileges and knowledge of another employee's ID are required, and exploitation changes that employee's assigned course data.
