Authenticated privilege changes via unchecked group synchronization

Missing authorization in Snipe-IT 4.6.17 through 6.4.1 allows remote authenticated users to promote or demote users via the API. The update action in Api UsersController accepts a groups field and synchronizes the target user's group memberships without first restricting that operation to superusers. Accounts holding User:edit and Self:api permissions can therefore change their own or other users' role-bearing memberships, including obtaining or removing administrative access.
