Interface traffic halt via stale netem queue length

Denial of service in Linux kernel netem allows local users to stop outbound interface traffic through a configured child qdisc. Netem fails to separate packets held in its internal tfifo from child-reported qlen updates, so dequeued segmented GSO packets leave qlen falsely at the limit. Local access with permission to configure qdiscs, GSO, a netem root qdisc with a segmenting child, and sustained traffic are required; the interface then stops accepting packets.
