Device-removal hang via unreleased IPv6 nexthop

Denial of service in the Linux kernel IPv6 routing code allows local users with CAP_NET_ADMIN to hang network-device removal. The ip6_dst_ifdown() path fails to release the originating fib6_info when disconnecting a live IPv6 destination, leaving its nexthop holding the final device reference. Triggering the flaw requires route-removal privileges, and the bounded consequence is a hang while unregistering the affected network device.
