Local CPU hang via unthrottled reset logging

Resource exhaustion in the Linux HNS RoCE driver allows local users to stall a CPU during device reset through excessive error logging. The QP, CQ, MR, SRQ, and HEM destruction paths emit an unbounded flood of error messages when reset-time cleanup commands fail. Reachability requires local low-privileged access and an HNS RoCE device with enough resources to produce repeated cleanup failures; the bounded impact is a CPU hang without reported confidentiality or integrity loss.
