Networking hang via unreleased RTNL lock

Availability flaw in Linux kernel 6.10 through 6.12.6 allows local users to hang networking through the netdevsim pp_hold file. The nsim_pp_hold_write() handler returns early while retaining the RTNL mutex when the requested Boolean already matches the page state, and it also masks allocation or interface-down errors. Reaching this file-write path requires local elevated access and an enabled netdevsim instance; a successful trigger can stall operations needing RTNL.
