Duplicate PMU buffer allocation via initialization race

Race condition in Linux 6.12 allows attackers to cause unspecified impact through concurrent s390 PMU event initialization. perf_event_init can invoke allocate_buffers and alloc_sampling_buffer outside the reservation mutex, allocating Sample Data Blocks repeatedly for the same PMU.
