Local kernel crash via sleeping allocation under spinlock

Improper locking in the Linux PowerPC pSeries dispatch-log code allows local users to crash a guest through vCPU statistics. vcpudispatch_stats_write holds dtl_access_lock as a spinlock while alloc_dtl_buffers calls the sleeping kmalloc allocator, producing an invalid atomic-context sleep. Reaching the fault requires local access to a PowerPC pSeries guest and writing 1 to /proc/powerpc/vcpudispatch_stats; the reported consequence is availability loss only.
