Local kernel crash via unsupported ENETC register access

Denial of service in the Linux kernel ENETC driver allows local users to crash the host through an MQPRIO configuration request. The shared enetc_setup_tc_mqprio path calls enetc_change_preemptible_tcs for service interfaces whose hardware port pointer is null, then accesses an unimplemented register. Reachability requires a local user authorized to configure MQPRIO on an ENETC VF or unsupported PF; the documented VF path terminates the kernel, while affected PF paths perform invalid register accesses without the same crash.
