Kernel memory exhaustion via leaked DCCP feature values

Memory leak in Linux kernel DCCP feature negotiation allows local users to exhaust kernel memory through failed SP confirmations. In dccp_feat_change_recv, an accepted SP value cloned by dccp_feat_clone_sp_val remains allocated when dccp_feat_push_confirm fails on the unreconciled entry path. Repeated triggering requires local low-privileged access and interrupts service by depleting kernel memory.
