Kernel compromise via premature TIPC work decrement

Use-after-free in the Linux kernel TIPC subsystem allows local users to compromise kernel confidentiality, integrity, and availability. The cleanup_bearer() work item decrements tipc_net(net)->wq_count before releasing its deferred UDP socket, so namespace teardown can free networking state still in use. Exploitation requires low-privileged local access to create and destroy network namespaces and repeatedly enable or disable UDP bearers; a remote TIPC peer cannot trigger the race.
