Local service interruption via unset Geneve MAC header

Improper header handling in Linux's Geneve transmit path allows local users to trigger a kernel warning and service interruption via packet transmission. geneve_xmit_skb calls eth_hdr on an outbound socket buffer even when its MAC-header offset is unset, causing skb_mac_header validation to warn. Reachability requires low-privileged local packet transmission through the Geneve output path, and no data exposure or modification path is reported.
