Service interruption via leaked NVMe admin tag set

Memory leak in the nvme-tcp host driver in Linux 6.7 through 6.12.4 allows local users to interrupt service via failed controller creation. When the second nvme_tcp_configure_admin_queue call fails, nvme_tcp_setup_ctrl returns without teardown, leaving the admin queue's tag set allocated. Local access and the ability to initiate a failing NVMe/TCP controller setup are required; repeated failures exhaust kernel memory and can crash the host.
