Service interruption via NUMA state allocation race

Race condition in Linux kernel 6.4 allows local users to exhaust memory via concurrent NUMA balancing activity. In task_numa_work, concurrent threads can both see a shared VMA's numab_state pointer as NULL, allocate state, and overwrite one allocation without freeing it. Exploitation requires local low-privileged access and a multithreaded workload that races NUMA scan periods; repeated races leak kernel memory and can interrupt service.
