Local service interruption via sleeping KCSAN spinlock

Improper locking in the Linux kernel allows local users to interrupt service when KCSAN reports a race on PREEMPT_RT systems. KCSAN's report-filter path takes report_filterlist_lock as a non-raw spinlock in interrupt context, where the lock can sleep on real-time kernels. The defect requires a KCSAN-enabled PREEMPT_RT build and a detected data race, producing an invalid-context kernel fault that can interrupt service.
