Local service interruption via sleeping atomic callback

Linux kernel 6.3 through 6.6.69 and 6.7 through 6.12.4 allows local users to interrupt service by changing an ath12k bitrate mask. ath12k_mac_op_set_bitrate_mask invokes WMI peer-parameter operations through ieee80211_iterate_stations_atomic while an RCU read lock is held, causing a sleeping allocation in an atomic callback. A low-privileged local user can reach the path with an nl80211 bitrate request on a system using compatible Qualcomm wireless hardware.
