Wireless service interrupt via uninitialized self-peer cleanup

Improper cleanup in Linux kernel 6.3 through 6.6.63, 6.7 through 6.11.10, and 6.12 through 6.12.1 allows local users to interrupt wireless service. ath12k_dp_rx_peer_tid_cleanup passes a self peer that never received datapath setup to fragment cleanup, which accesses its uninitialized rx_tid::ab member. Reachability requires local privileges, an ath12k device such as QCN9274 or WCN7850, and a driver core halt or reset; no data read or write is reported.
