Incorrect privilege assignment in Karmada before 1.12.0 allows remote authenticated users to gain federation-wide administrative access. The karmadactl register path binds pull-mode agents to broad control-plane RBAC permissions instead of generating per-cluster restricted roles. A valid karmada-agent identity from a pull-mode member cluster is required; successful abuse controls the federation and every registered member cluster.
