Unauthenticated local file read via file URL bypass

Path traversal in changedetection.io before 0.48.05 allows remote attackers to read local files through a crafted watch URL. The browser processor's call_browser method rejects only URLs matching ^file:/, so file: paths without the slash reach the configured webdriver. An unauthenticated user who can create a watch on a webdriver-enabled instance can expose files readable by the service account in watch preview.
