Validation crash via empty manifest file list

Denial of service in FORT Validator 1.6.3 through 1.6.4 allows remote attackers to crash validation via a malicious RPKI manifest. In src/object/manifest.c, build_rpp subtracts one from an empty fileList count before shuffle validation, underflowing the loop bound and accessing the absent array indefinitely. The manifest must come from an RPKI repository beneath a trusted Trust Anchor; the resulting crash interrupts Route Origin Validation.
