Improper authorization in Thoughtworks GoCD before 24.5.0 allows remote authenticated users to persistently gain administrator privileges. The Admin::ConfigurationController omitted check_admin_user_and_403, while the authorization filter chain did not deny direct /rails requests. A regular GoCD account is required; successful access exposes administrator-only configuration and permits persistent administrator privilege assignment.
