Service interruption via unlimited User Label appends

Resource exhaustion in Matter through 1.4.0.0 allows remote attackers to interrupt device services through repeated User Label appends. WriteLabelList passes AppendItem requests to AppendUserLabel, which increases the list length without enforcing the ten-entry maximum. Remote attackers require network access to a Matter endpoint; repeated writes consume storage, saturate CPU, cause timeouts, and degrade unrelated commands.
