Device lockout via destructive ACL replacement

Denial of service in Matter through 1.4.0.0 allows remote authenticated users to erase device ACLs via a malformed ACL write. WriteAcl in access-control-server.cpp performs ReplaceAll before decoding and validating replacement entries, so a constraint error leaves the ACL empty. Administer privilege on the target fabric is required; exploitation leaves the node inaccessible even to its administrators.
