Unauthorized state creation via missing AJAX nonce

Cross-site request forgery in Event Espresso 4 Decaf 5.0.28.decaf and earlier allows remote attackers to add location states via AJAX. The Add New State AJAX handler accepts state-creation requests without validating a WordPress nonce, so a forged request can change site data. Exploitation requires an authenticated administrator to interact with attacker-controlled content, and the documented impact is limited to integrity.
