ACL bypass via incompatible legacy rule evaluation

Improper access control in Apache Traffic Server 10.0.0 through 10.0.3 allows remote authenticated users to bypass ACL restrictions. Traffic Server 10.x stops at the first matching ACL filter, unlike the earlier traversal model that gave deny actions precedence, so some legacy rule sets produce a different authorization decision. Exposure requires an older ACL configuration whose rule ordering changes the outcome; unauthorized requests can reach resources or methods that the prior policy denied.
