ACL bypass via skipped intercept access check

Improper access control in Apache Traffic Server 9.2.0 through 9.2.8 and 10.0.0 through 10.0.3 allows remote authenticated users to bypass ACLs. In HttpTransact.cc, intercepted transactions proceeded without the ACL evaluation applied to ordinary request routing, so an intercepting plugin received otherwise-denied requests. Exploitation requires an intercept plugin and an ACL rule that would reject the request; the bypass is limited to content or behavior served through that plugin.
