Administrator account creation via unchecked group assignment

Improper permission preservation in Couchbase Server 7.6.0 through 7.6.3 allows remote authenticated users to create an administrator account. The user-creation authorization path accepts a group carrying the admin role without preserving the caller's intended permission boundary; Couchbase does not identify the responsible endpoint or function. Security_admin_local access is required, and exploitation yields a new administrator account with privileges beyond that role's intended authority.
