Outdated route validation via stale manifest acceptance

Validation integrity failure in NIC Mexico FORT Validator 1.6.4 and earlier allows remote attackers to produce outdated route origin validation. The manifest-selection path accepts the latest fetched manifest without comparing its manifestNumber or thisUpdate metadata with the cached manifest. A repository or delivery path able to serve a valid older manifest can roll validation back, causing stale routing-origin decisions without altering the signed manifest.
