Incomplete route validation via unusable fallback cache

Validation integrity failure in NIC México Fort before 2.0.0 allows remote attackers to cause incomplete route-origin validation data. Its delta-fetch path treats the cache only as a bandwidth-saving source and leaves no viable validated fallback when a fetch stops midway or returns incorrect files. No credentials or user interaction are required, and the resulting ROA deficit removes valid route-origin data from downstream routing decisions.
