Unauthenticated code execution via forged CLI options

Code injection in Craft CMS before 3.9.14, 4.13.2, and 5.5.2 allows remote attackers to execute arbitrary code via HTTP requests. The web bootstrap passes PHP-populated argv values to App::cliOption, letting query-string options replace trusted configuration and template paths. No authentication or user interaction is required, but PHP register_argc_argv must be enabled and an attacker-controlled template must be reachable.
