Authenticated service interruption via unrestricted restart API

Improper access control in Appsmith before 1.51 allows remote authenticated users to repeatedly restart the application server. The restart API accepts requests from ordinary authenticated accounts because its access-control check does not require super-user permission. Any logged-in non-admin user can keep the service unavailable by invoking the endpoint repeatedly; the effect is limited to Appsmith, with no data loss or code execution.
