Open redirect or SSRF via URI parser deviation

URL parsing inconsistency in affected TYPO3 CMS releases allows remote attackers to trigger open redirects or SSRF through crafted URLs. TYPO3\CMS\Core\Http\Uri accepted URL parts returned by PHP parse_url() without validating malformed characters, so browsers could interpret the host differently from server-side checks. Exposure requires an application to parse attacker-supplied URLs, approve the parsed host, and then redirect to or request the resulting URL; consequences are limited to redirection or server-side requests.
