Local system deadlock via zone write error recovery

Improper locking in Linux 6.10 through 6.12.5 and 6.13-rc1 through 6.13-rc2 allows local users to hang the system via zoned writes. The zone write-plug error recovery path issues a zone report after a failed write, but its request allocation blocks behind a concurrent queue freeze while plugged BIOs retain queue usage references. Exploitation requires local low-privileged access, a zoned block device, a failed plugged write, and a concurrent queue freeze; the circular wait prevents the freeze and BIO processing from completing.
