Service crash via streaming-buffer size underflow

Heap-based buffer overflow in Suricata before 7.0.8 allows remote attackers to crash the engine with a crafted TCP stream. StreamingBufferSlideToOffsetWithRegions can request region growth when mem_size is smaller than the current buffer, so unsigned subtraction wraps and memset zero-fills an excessive length. No authentication or user interaction is required, but the crafted stream must reach Suricata's TCP reassembly path; the documented consequence is a process crash and service interruption.
