Service interruption via truncated BPF file length

Integer overflow in Suricata before 7.0.8 allows local users to interrupt startup by supplying an oversized BPF filter file. SetBpfStringFromFile stores the file size plus one in a 32-bit bpf_len, so truncation underallocates bpf_filter before the file is read into it. Exploitation requires an operator to launch Suricata with the attacker-controlled file through -F; the resulting overflow can crash the process.
