Administrative data access via missing API authorization

Missing authentication in the moPS App through 1.8.618 allows remote authenticated users to read and change administrative data. Administrative API endpoints accept ordinary user sessions without an additional authorization check; the published example is /api/v1/users/resetpassword. Any valid user account can therefore reach privileged functions, including password resets, while the public record identifies no safe read-only validation endpoint.
