Authentication bypass via unrestricted user settings access

Incorrect access control in Oqtane Framework 6.0.0 allows remote attackers to bypass passcode validation via a crafted entityid. SettingController.IsAuthorized treats User entities as authorized unless Edit permission is requested, exposing another user's private settings. No prior authentication or user interaction is required, and exposed passcode data enables unauthorized login or restricted-data access.
