Missing authorization in CyberPanel 2.3.8 and earlier allows remote authenticated users to interrupt database service via a restart endpoint. The restartMySQL view invokes mysqlUtilities.restartMySQL before loading and checking the caller's ACL, so the database restart occurs first. Any authenticated low-privilege account can repeat the request, restarting MariaDB until CyberPanel becomes unavailable.
