Local VPU interruption via incorrect runtime state

Improper runtime-state initialization in Linux kernel 6.7 through 6.12.6 allows local users to interrupt Intel VPU operation. ivpu_pm_init() failed to mark runtime PM active before ivpu_ipc_send_receive_internal() could run, so an unsuccessful resume left the state inconsistent and triggered a kernel warning. Reachability requires local low-privileged access, the Intel VPU driver, and the affected power-management sequence; the reported consequence is limited to availability.
