Local file overwrite via artifact-name path traversal

Path traversal in GitHub CLI before 2.63.1 allows remote attackers to overwrite local files through a malicious workflow artifact. The gh run download path builder joins the --dir destination with an artifact name of .. without confirming that the resolved path remains below the destination. Reachability requires gh run download to retrieve an attacker-controlled Actions artifact; exploitation can create or replace files exactly one directory above the selected destination.
