Device cold start via memory dump overread

Out-of-bounds read in the memory dump function in all Siemens APOGEE PXC and TALON TC versions allows attackers to force an insecure cold start. The memory dump function reads beyond its intended buffer, and the resulting fault drives the controller into a cold-start state that interrupts normal operation. Exploitation requires network reachability, high attack complexity, and Medium or higher device privileges; Telnet is disabled by default, bounding exposure to enabled or otherwise reachable management paths.
