Cross-site scripting via allowlisted noscript parsing

Cross-site scripting in Rails rails-html-sanitizer 1.6.0 allows remote attackers to inject script through sanitized HTML fragments. The HTML5 SafeListSanitizer permits an explicitly allowlisted noscript element, so crafted closing markup in an attribute is reparsed as a script element by a browser. Exploitation requires Rails 7.1 or later, HTML5 sanitization, a noscript allowlist override, attacker-controlled sanitized markup, and a user to render the result.
